Work Permits & Visas

Citizens of the EU, EEA and Switzerland generally do not require a work permit to work in Finland, although stays exceeding three months must be registered. Non-EU nationals typically require both a residence permit for employment and the appropriate visa before commencing work. Applications are usually submitted before arrival and are sponsored by the employer.

The Finnish Immigration Service (Migri) issues residence permits, while employment authorities assess labour market conditions for certain permit categories. Employers must verify employees' right to work and retain employment documentation for the required statutory period.

Payroll
  • Employers hiring staff in Finland must register with the Finnish Tax Administration and, where applicable, the Incomes Register, pension insurance providers and other statutory insurance schemes before processing payroll. 
  • Payroll is typically run monthly, with employers responsible for withholding income tax and employee social insurance contributions.
  • Payroll calculations generally include salary, bonuses, overtime, taxable benefits, holiday pay and expense reimbursements. 
  • Employers must also contribute towards earnings-related pensions, unemployment insurance, health insurance and occupational accident insurance while submitting payroll information to the national Incomes Register within statutory deadlines.
Employment Contracts
  • Employment contracts may be permanent or fixed-term, with written agreements strongly recommended and required in practice for most employment relationships.
  • Probation Period: Up to six months for permanent employment.
  • Working Hours: Standard working hours are generally 40 hours per week, typically eight hours per day. Overtime is permitted and compensated at enhanced rates in accordance with the Working Hours Act or applicable collective agreements.
  • Minimum Wage: Finland has no statutory national minimum wage. Minimum pay is determined by sector-specific collective bargaining agreements.
  • Termination: Employment may only be terminated on lawful and justified grounds. Notice periods generally range from 14 days to six months, depending on the employee's length of service.
  • Severance: There is no general statutory severance pay requirement, although collective agreements or negotiated settlements may provide additional compensation.
Employee Benefits
  • Finland has a comprehensive social security system funded through employer and employee contributions.
  • Annual Leave: Employees generally earn 2 to 2.5 working days of annual leave per month, equating to approximately 30 working days after a full leave accrual year.
  • Sick Leave: Employees are entitled to paid sick leave, with employers generally paying salary for the initial period and the Social Insurance Institution (Kela) providing sickness allowances thereafter.
  • Parental Leave: Finland provides comprehensive family leave, including pregnancy leave, parental leave and caregiver leave, with benefits administered through Kela.
  • Public Holidays: Finland observes approximately 11 paid public holidays annually.
  • Occupational Healthcare: Employers are legally required to arrange preventive occupational healthcare services for employees.
  • Workers' Compensation: Employers must maintain statutory occupational accident and disease insurance.
Tax Overview
  • Tax Residency: Individuals are generally considered tax residents if they maintain a permanent home in Finland or remain in the country for more than six consecutive months.
  • Residents: Taxed on worldwide income.
  • Non-Residents: Generally taxed only on Finnish-source income, often through withholding tax unless progressive taxation is elected.
  • Tax Year: January 1 – December 31.
  • System: Progressive national income tax combined with municipal tax, church tax (where applicable) and social insurance contributions. The highest combined marginal tax rate may exceed 50%.
  • Double Taxation Treaties: Finland maintains an extensive network of double taxation agreements with more than 70 countries.
