Cyprus
Work Permits & Visas
  • Non-EU/EEA nationals generally require both a work permit and residence permit before commencing employment in Cyprus.
  • Employers must demonstrate that the position cannot reasonably be filled by an EU citizen before hiring a third-country national, unless the role falls within an approved employment scheme.
  • Work permits are usually issued for one year and may be renewed.
  • EU and EEA nationals do not require a work permit but must register their residence if remaining in Cyprus for more than three months.
Payroll
  • Employers must register with the Cyprus Tax Department and the Social Insurance Services before hiring employees.
  • Payroll is generally processed monthly
  • Payroll obligations include:
    • Monthly PAYE withholding and remittance
    • Social Insurance contributions
    • General Healthcare System (GESY) contributions
    • Contributions to the Redundancy Fund, Industrial Training Fund and Social Cohesion Fund where applicable
    • Annual employer reporting and employee income certificates
Employment Contracts
  • Employment contracts may be indefinite or fixed-term. Written employment particulars must generally be provided shortly after employment begins.
  • Probation Period: Up to 6 months for most employees, extendable to 24 months in limited circumstances.
  • Working Hours: Standard working week is generally 40 hours. Maximum working time averages 48 hours per week including overtime unless exemptions apply.
  • Overtime: Governed by legislation or collective agreements and generally compensated through premium pay or time off.
  • Termination: Notice requirements depend on length of service. Employers must have lawful grounds for dismissal.
  • Severance: Employees dismissed for redundancy may qualify for payments through the Redundancy Fund, subject to eligibility.
Employee Benefits
  • Cyprus maintains a comprehensive statutory social protection system.
  • Social Insurance Contributions: Mandatory employer and employee contributions fund pensions and other benefits.
  • Annual Leave: Minimum of four weeks' paid annual leave for full-time employees.
  • Public Holidays: Approximately 14 public holidays.
  • Sick Leave: Employees may receive statutory sickness benefits subject to contribution requirements.
  • Maternity Leave: 22 weeks of paid maternity leave for the first child, with additional provisions for multiple births and subsequent children.
  • Paternity Leave: Two consecutive weeks of paid leave following childbirth.
  • Parental Leave: Available subject to qualifying service requirements.
  • Many employers also offer private medical insurance, pension schemes and performance bonuses.
Tax Overview
  • Tax Residency: Individuals are generally tax residents if present in Cyprus for 183 days or more during a calendar year. A separate 60-day residency rule may also apply where specific conditions are met.
  • Non-Residents: Taxed only on Cyprus-source income.
  • Tax Year: 1 January – 31 December.
  • System: Progressive personal income tax with rates up to 35%.
  • Double Taxation Treaties: Cyprus maintains one of Europe's largest treaty networks.
